On October 15, 2003, Councilman William C. Holt was selected by the East Orange City Council to serve after the passing of Councilwoman Lori Maddox. In the November 2003 General Election, he ran unopposed to complete her unexpired term. In November 2005 he was re-elected to a full four year term. Councilman Holt has also served as a member of the City Council representing the Third Ward for three terms from 1968 until 1979. During his recent two terms he has chaired the Health, Education and Welfare and the Business Development and Zoning Committee and the Finance Committees.
Councilman Holt earned a Bachelor of Arts Degree in Accounting from Upsala College. He is the Director of the Technical Training Project, Incorporated at Essex County College. He was a former member of the East Orange Board of Water Commissioners. Councilman Holt is a former member of the Men of Essex and serves on the Executive Alumni Council of Upsala College. He is a recipient of the Harlem YMCA Black Achievers Award.
