Quilla E. Talmadge was  elected to again serve as Chairwoman of City Council January 1, 2008. 

On January 1, 1990, Councilwoman Quilla E. Talmadge was sworn into office for her first term and chaired the legislative body in 1992. She served her second term beginning in 2000 and was re-elected in 2003. In 2001, 2007 and 2008 she served as Council Chair and as a member of the Board of School Estimate, the Personnel Committee, and the Labor Negotiations Team. She has served as the Council representative to Joint Meeting and Second River. During her tenure, she has served as Chairwoman of the Arts, Recreation and Cultural Affairs; Planning, Grants, Employment and Training and the Health, Education and Welfare Committees; and Law and Legislation Committees.

Talmadge received a Bachelor of Science Degree in Management Science from Seton Hall University. Her community and political involvement began when she moved to East Orange in 1973 and became a member of her Third Ward neighborhood block association and helped to organize the Council of Third Ward Block Associations. For eighteen months from 1992 to 1993, Councilwoman Talmadge served as a member of the New Jersey State Assemblywoman completing the unexpired term of former Assemblywoman Stephanie R. Bush.

Councilwoman Talmadge is the President of the Parent Teacher Association at the East Orange Washington Academy of Music and a member of the Trustee Board of Clinton Memorial Church. She retired from the Essex County Parks Department after twenty-eight years of service and is currently a Realtor Associate with Jordan Baris Realty.
