On March 19, 2007, he was selected to fill the unexpired term of Councilwoman Mary E. Patterson serving the 5th Ward. He was elected to a fill the seat for a full 4-year term in November, 2007. Councilman Hughes is the former Manager of the City of East Orange's Neighborhood Housing Division of the Policy, Planning and Development Department and is currently the Comptroller for Essex County Vocational School District. Councilman Hughes received a Bachelor's Degree in Accounting from Bloomfield College. He has been very active in East Orange political and civic affairs for over fifteen years. He is currently Vice-Chair of the Fifth Ward County Committee and the Treasurer of the East Orange Democratic Municipal Committee. Councilman Hughes has been active for over thirty years with East Orange, Essex County and New Jersey State Parent Teacher Associations (PTA). He is currently Vice-President - Health and Welfare for the New Jersey State PTA and a former President of Clifford J. Scott PTA. He is past President of the American Production and Inventory Control Society - West Jersey Chapter. He is a recipient of the Newark/Central Jersey YMCA Black Achievers Award. Councilman Hughes and his wife Delores are faithful members of Faith Fellowship Ministries World Outreach Center in Sayreville, NJ.
