City of East Orange Appoints New Chief Financial Officer EAST ORANGE, NJ…Mayor Robert L. Bowser, members of City Council, the Administration and invited guests gathered for the Swearing-In Ceremony for Ms. Victoria Y. Walker as Chief Financial Officer/Director of Finance on Monday, February 2, 2009. Ms. Walker took the public oath of office administered by Mayor Bowser and assisted by City Clerk Cynthia Brown at 12:00 Noon on Monday, February 2, 2009 on the 2nd floor landing of City Hall. The ceremony was followed by a short meet, greet and congratulatory session. Ms. Walker’s appointment by Mayor Bowser was confirmed by City Council on Monday, January 26, 2009. Ms. Walker joined the City in 1987 as a Senior Accountant/Auditor in the Finance Department and worked through the ranks to become Assistant Municipal Comptroller in 1997 and Acting CFO/Director of Finance since the departure of Mr. Soe Myint last August. Ms. Walker oversees and maintains a municipal budget of over $130 million and reports directly to the City Administrator, Mayor and the Department of Community Affairs, Division of Local Government Services. Ms. Walker holds a B.S. degree in Accounting from Rutgers University, an M.S. degree in Management from New Jersey Institute of Technology and, most importantly, in 2003 she obtained her Certified Municipal Finance Officer License from the Department of Community Affairs Division of Local Government.
